## Summary

Historic Environment Scotland has successfully completed the procurement stage for the supply of automated digitisation workstations, awarding the contract to Hartech Automation Limited. This project, titled "Supply of Automated Digitisation Workstations," falls under the industry category of Built Environment, Tourism, Conservation, and covers a delivery location in Edinburgh, UKM75. The contract award was officially signed on 13th March 2025, with a total value of £198,000. The procurement process followed a limited method due to the unique technical requirements for digitising pre-1970s aerial film, and the initial prototype successfully passed acceptance testing in January 2025.

This tender offers significant opportunities for businesses specialising in custom automation solutions and digitisation technology. Companies with expertise in developing high-tech equipment and automated systems, particularly tailored for historical preservation, will find this project particularly relevant. Small to medium-sized enterprises (SMEs) with innovative approaches to technical challenges are well-suited to compete for similar opportunities. By participating in such tenders, businesses can expand their market reach, build partnerships with governmental bodies, and contribute to preserving valuable historical assets.

## Notice

This Voluntary Ex-Ante Transparency (VEAT) Notice relates to the intended procurement of six automated digitisation workstations

### Lot Information

Lot 1

Historic Environment Scotland (HES) intends to award this contract under the conditions of regulation 33.4.b(ii) of the Public Contracts (Scotland) regulations. The contract will be for the supply of six automated digitisation workstations, to be used by the National Collection of Aerial Photography (NCAP), following the successful development of a prototype for the automated digitisation of pre-1970s aerial film

Options: The Contracting Authority reserves the right to request additional deliveries by the Successful Tenderer, either intended as partial replacement of supplies or installations or as extensions of existing supplies and installations. The Contracting Authority may at it's sole discretion exercise this option.

### Procurement Information

HES intends to award to the Supplier on the basis that competition is absent for technical reasons. On the basis no scanning workstations are available in the marketplace for the automated digitisation of pre-1970s aerial film, a procurement exercise was undertaken by Historic Environment Scotland in 2024 for the development of a prototype bespoke solution. This procurement exercise was undertaken using the Public Contracts Scotland 'Quick Quotes' Portal (Reference - 747743), which resulted in a contract being awarded to the Supplier. In January 2025 the prototype workstation successfully passed acceptance testing by the NCAP team. The supply of the workstations can therefore only be provided by the supplier.
