## Summary

The Scottish Government has completed the procurement process under the open procedure for the "JWE-Fair Work First Evaluation," a service contract aimed at evaluating the impact of its Fair Work First policy across the Scottish labour market. The process involved an analysis of the policy's implementation and impact, including pre- and post-conditionality criteria in grants and procurements. Situated in Glasgow, with the contract covering the UKM region, the primary procurement category is services with procurement and award notices issued in the early months of 2025. The contract, valued at £83,900, was awarded to Pye Tait Consulting, effective from 4th July 2025, with a 12-month performance period and an option for a three-month extension.

This tender represents a substantial opportunity for businesses adept in providing consultancy and evaluation services, especially those that can navigate and analyse governmental policies. Given the emphasis on high-quality delivery and adherence to the Fair Work Convention, businesses with expertise in economic affairs and public services will be well-positioned to compete. SMEs with robust sub-contracting abilities and a strong track record in stakeholder engagement are particularly suited, offering them a viable path to expand their portfolio with prestigious government projects. The procurement process demands an understanding of public sector dynamics and the ability to deliver insights into the fair work ecosystem, making this a strategic opportunity for knowledge-driven enterprises.
