## Summary

The procurement process initiated by Renfrewshire Council, located in Paisley, involves the Renfrewshire Alcohol & Drugs Crisis Outreach Service. This service aims to provide interventions to reduce drug and alcohol-related deaths, improve access to treatment, and support individuals at higher risk of overdose within the Renfrewshire region in Scotland (UKM83). The procurement falls under the services category, focusing on general public services in line with CPV codes 85000000 and 85323000. Initially launched in February 2025 as an open procedure, the tender had a procurement deadline set for 31 March 2025, with the contract anticipated to commence on 1 August 2025 and run until 31 July 2027, with a potential one-year extension subject to funding availability. Despite its cancellation at a later stage, this tender remains a significant opportunity in public services procurement, tailored to providing social and community-focused services.

This tender represents a substantial opportunity for businesses specialising in healthcare, community services, and crisis intervention, particularly those experienced in managing drug and alcohol dependency services. Organisations with a strong capacity for emergency response, risk reduction, and tracking the delivery of community benefits will find this tender well-matched to their skill sets. The open procedure approach and potential £900,000 funding over three years, contingent on achieving community benefit outcomes, further incentivise businesses capable of contributing innovative solutions and nursing components to meet the detailed service specifications. Businesses capable of meeting the stringent insurance and qualification requirements while fostering community development should consider competing for similar future opportunities.

## Notice

The requirement is for an Alcohol and Drugs Crisis Outreach Service that will operate to reduce harm, save lives, and improve access to treatment and care by providing key interventions to prevent drug and alcohol-related deaths. In line with the MAT standards, the key aims of a Crisis Outreach Service would be to engage with individuals at higher risk of overdose and those who have experienced a near fatal overdose to provide care and support to increase access to life saving protective treatment. The key elements of the response we need for Renfrewshire are as follows: - Emergency response: maximise capacity and capability of services, families and friends and agencies to deal with a potentially fatal overdose by being properly equipped and trained. - Reducing risk: maximising support, access, and the range of practical and appropriate choices of pathways for anyone with high-risk drug use; and - Reducing vulnerability: link with key agencies addressing issues that can predispose vulnerable people to move into higher-risk use of drugs and reducing the associated impact on wider communities. The Service will include a nursing component as detailed further in the Service Specification.
