## Notice

Dunfermline Community Energy Scheme (DCES) was constructed between 2006 and 2008.and is located in north Dunfermline. The scheme comprises a primary heat generation station at Lochhead landfill site comprising landfill gas engine CHP, anaerobic gas engine CHP and wood chip biomass boilers. This supplies via Broomhead Energy Centre via a 2.5km DN150 connection. Broomhead energy centre is located west of the A823 Pilmuir Street off Broomhead Drive. The energy centre comprises a substation receiving heat from Lochhead (providing hydraulic isolation), thermal storage, backup gas boilers and ancillary equipment. The energy centre supplies heat to the DCES heat network comprising public sector, commercial and residential loads in the town. The heat network supplied from Broomhead has expanded in recent years to onboard 15 new flats from the redeveloped Carnegie Clinic and the Linen Quarter development comprising 157 dwellings. The aim of the works to be undertaken for this project is to improve the resiliency of the scheme through the replacement of the substation with a twin plate unit, a new pressurisation and expansion unit and other ancillary equipment. In addition, the basis of the water treatment regime of the heat network supplied by the energy centre is to change from being based on an approach using chemical inhibitors to a chemical free approach in with the German VDI 2035 Standard. Note the circuit from Lochhead to the Broomhead centre is to remain unchanged.

Lot 1

Fife Council wishes to appoint an experienced district heating contractor to provide the following service: - Review Stage 3 design proposals, develop design to Stage 4 and then construction design, and accept design responsibility. - General scope of work: - Phase 1: - Install pre-fabricated modular building housing a new pressurisation and expansion system and other water quality equipment, and connect to energy centre electrical system and potable water. - Associated builder's works - Carry out all necessary pipework and controls modifications - Change over from existing open tank based pressurisation system to new sealed pressurisation system and commissioning. - Commissioning of water treatment equipment housed in pre-fabricated modular structure. The DCES is a live network serving commercial premises, residential dwellings and a residential care home. Minimising downtime and avoiding the risk of a sustained outage is a key requirement and evaluation criteria of Fife Council. - Phase 2: - Strip out existing plate heat exchanger and water treatment equipment treatment equipment. - Associated builder's works. - Install new twin plate substation and new water treatment and water quality monitoring equipment. - Associated electrical works. - Carry out all necessary pipework and controls modifications. - Conditioning of Broomhead district heating network system water to comply with the German VDI 2035 standard. Provision of heat to customers is to be maintained throughout the works - General timescale as follows: - Phase 1 completed by 31/03/26 - Phase 2 completed by 30/06/26
