This project falls under the services category, specifically within the economic affairs sector, and relates to enhancing Scotland's Digital Future via the Digital Identity Scotland Programme. The procurement process was carried out using a limited method without a prior call for competition, facilitated by CCS G-Cloud 14 RM1557.14 supplier selection and award procedures. The contract, valued at £2,680,647.12, was signed on 14th February 2025, following the tender ID 720364. The primary delivery location is listed as the UKM region, with key project requirements including achieving medium-level confidence in user identities to align with the GDS Single Sign-On & Digital Identity project.

This tender presents significant opportunities for businesses specializing in digital identity verification and related services. With the aim to elevate standards of digital verification and increase the number of verifiable online identities, this project is ideal for companies with robust solutions in identity verification technologies and secure digital services. Large-scale enterprises, particularly those experienced with government contracts and G-Cloud frameworks, would be well-positioned to compete for similar future contracts. The project's focus on innovation and stringent compliance further enhances the potential for these businesses to expand their market presence and foster growth within the public sector.

The Scottish Government had a requirement to place a contract with an external service provider for the provision of DIG- Digital Identity Experian Renewal. The Digital Identity Scotland Programme (DIS) is working to progress the strategy Scotland's Digital Future: Delivery of Public Services. The 'Verify Your Identity' work stream will deliver the Identity Verification (IDV) capability, providing a means to verify the identity of Users, so that our Service Customers can have a well-defined level of confidence in the digital identity they are interacting with. To be a success DIS needs to be able to raise the standards of digital verification and the amount of people who can be verified online and increase consistency of IDV across government services. There are four levels of confidence defined in Good Practice Guide 45; low, medium, high and very high. Achieving medium-level confidence in user identities is our goal, and this aligns with the GDS Single Sign On & Digital Identity project and provides a level of trust that is likely to meet the needs of our Service Customers..
