COPFS envisages the requirement will be delivered using a staged approach adopting a Discovery, Design, Build, Launch methodology. COPFS requires a two-phase approach to the programme. The first phase of the engagement will include the associated activities for the data design, information architecture and governance elements, and the rollout to five key departments to validate and refine the delivery process, delivered by the end of Q1 2025-2026. Around the completion of the first phase, an assessment and decision will be made on the best approach to deliver the second phase, which involves completing the delivery for the remaining staff across all departments the second phase is part of this overall opportunity, and the response proposal should include the technical activities and costs to complete the roll out to all remaining COPFS departments.
