## Summary

The Scottish Government recently completed an open procurement process for the provision of ARE-Seed Potato Labels and Printer Consumables, which culminated in awarding the contract to Weber Packaging Solutions UK. This process was part of the Scottish Government's efforts to manage the Seed Potato Classification Scheme through its division, Science and Advice for Scottish Agriculture (SASA). The task required the supply of thermal transfer printers and labels to its Area Offices in Inverurie, Aberdeenshire, Perth, and Inverness. The tender was categorised under general public services and involved a procedure open to competition from March 2025, with the contract awarded in July 2025. The contract, valued at £180,966.35, was formalised on 9th June 2025 and includes an option for a 12-month extension.

This procurement opportunity highlights significant growth potential for businesses involved in goods provision, particularly those with expertise in packaging and printing solutions. Large-scale companies, like Weber Packaging Solutions UK, with the capability to handle high-volume label printing demands, were particularly suited for this contract. The criteria for award emphasised both quality and price, providing a balanced opportunity for well-resourced entities to demonstrate technical proficiency and economical pricing strategies. Companies ensuring compliance with economic, financial, and environmental criteria were well positioned throughout the competitive open procedure, highlighting the importance of aligned business practices with government procurement standards.

## Notice

The Scottish Government has a requirement to place a contract with an external service provider for the provision of ARE-Seed Potato Labels & Printer Consumables. The Science and Advice for Scottish Agriculture (SASA) is a Division of the Scottish Government Directorate for Agriculture, Food and Rural Communities. As the Certifying Authority it is responsible for the management and administration of the Seed Potato Classification Scheme (SPCS). Before seed potatoes can be marketed they must be inspected and their containers sealed with an official label that confirms the details of the potatoes, and that they meet the required standards. Growers apply for the appropriate quantity of labels and these are printed at the Directorate's Area Offices located in Inverurie (Aberdeenshire), Perth and Inverness. Details of the seed potato consignment are printed onto the front of the labels using thermal transfer printers and then despatched to, or collected by, the grower. The work is seasonal and applications for labels are received between September and May. On a busy day Perth or Inverurie Area offices can print up to 80,000 labels.
