## Summary

The Scottish Government, located at 5 Atlantic Quay, Glasgow, is inviting tenders for the Prison Visitor Centres (PVCs) Review. This contract is aimed at providing research services to the Justice Analytical Services Division. The procurement is being conducted as an open procedure, falling under the category of services, particularly general public services. Bidders are required to submit their tenders electronically by 30th September 2025, and the contract's award will commence on the same day. The primary focus of this project is in the UKM region, with a total value of £65,000. The entire contract period will span from 27th October 2025 to 31st March 2026, with potential for a three-month extension. Milestones include fieldwork from October 2025 to January 2026, an interim report in December 2025, and a final report submission in March 2026.

This procurement opportunity presents businesses, particularly those specialising in research services, with a chance to collaborate with the Scottish Government in evaluating and enhancing support services provided by Prison Visitor Centres. Ideal candidates are organisations experienced in public service research with the capability to gather and analyse data effectively. The project's findings could present a platform for growth through the development of valuable insights and strategic recommendations for improving PVC operations. Companies able to meet the selection criteria, which include demonstrating robust supply chain management and ensuring subcontractor payments, will find vying for this contract advantageous for expanding their portfolio within public sector research projects.

### Lot Information

Lot 1

Prison Visitors' Centres (PVCs) are independent services provided by non-statutory, not for profit organisations independent of the prisons they work alongside. PVCs aim to provide accessible services to all family members and visitors to prisons, including those who do not go into the prison to visit their family member/friend. There are currently 11 PVCs and 3 'Support Services' across the custodial estate. The aim of the review is to explore and review the nature of PVC support services at establishments for families affected by imprisonment (which complements work by SPS); and, learn from current practice, needs and priorities to consider options for the future development of support services. It is anticipated this will include reflection on capacity and resources. The inclusion and involvement of the PVC providers, Families Outside, the National PVC Steering Group, and families/individuals affected by imprisonment will be central to meeting the aim of this commission. In addition to progress reports the Service Provider will be required to produce and deliver a final report and deliver presentations to the Research Advisory Group. - Fieldwork: October-January 2026 - Interim Progress Report or Presentation: December 2025 - Satisfactory Draft Final Report: February 2026 - Satisfactory Final Report, with Executive Summary: March 2026. The period of the contract is from and including 30 October 2025 to and including 31 March 2026. The Scottish Government may, by giving notice to the service provider, extend the period of the contract to a date falling no later than 30 June 2026.

Renewal: The contract may be extended for a period of up to 3 months.
