## Summary

West Dunbartonshire Council has completed a public procurement process for Bureau Management Services, focusing on utility bill validation. The procurement, categorised under general public services, takes place in the West Dunbartonshire area, with the main goal of engaging a utility bill validation company to ensure accuracy in billing and compliance with carbon reporting requirements. The procurement began with a tender on 10 April 2025 and concluded with the awarding of the contract on 18 June 2025. The open procedure procurement method was employed, involving electronic submissions, and the contract, valued at £128,160, was awarded to Inspired Energy, a large-scale supplier. This contract is now in the Award stage, with key documents such as award notices duly completed.

The award of this contract presents substantial opportunities for businesses involved in utility management and data services. Companies with expertise in validating billing rates and charges, as well as those capable of offering software solutions for monitoring and targeting energy use, would have been well-positioned to compete in this tender. The process encourages growth for businesses that can provide robust data analysis and reporting services tailored to public sector energy compliance mandates, offering a platform for expanding business portfolios within the public procurement domain. Potential bidders needed to demonstrate strong economic, financial, and technical capacities, emphasising sustained annual turnover, relevant certifications, and past project experiences.
