## Summary

Glasgow City Council is the buying organisation for the recently completed procurement project titled "Climate Finance Model - External Legal Advice." The procurement process, categorised under General Public Services, was aimed at securing external legal services to support the development of climate financial models. The procurement was part of the broader strategy to advance heat decarbonisation and net-zero projects in Glasgow City and its surrounding areas, specifically focusing on the City Centre and South Zone. The open procedure method was employed to facilitate this award, which was signed on 4 March 2025, with Brodies LLP as the successful supplier. The contract, valued at £1,000,000, highlights a commitment to leveraging external expertise for strategic financial modelling related to climate initiatives within the Glasgow region.

This tender presents significant opportunities for businesses specialising in legal and financial advisory services, particularly those with a focus on environmental sustainability and infrastructure development. Companies adept in crafting innovative financial solutions for large-scale public sector projects would find this procurement particularly advantageous. It exemplifies a model for small and medium enterprises (SMEs) to engage in public sector work that can drive business growth through participation in substantial urban projects. Businesses with expertise in climate finance, legal frameworks, and project management are ideally positioned to compete in this evolving market that aligns with governmental sustainability agendas.

### Lot Information

Lot 1

The Council is exploring ways of taking forward its ambitions around heat decarbonisation (as identified in the Council's Local Heat and Energy Efficiency Strategy (LHEES) and net-carbon zero projects in both its own area and the wider Glasgow city region. The approximate value for the City Centre and South Zone (as detailed in the LHEES) is anticipated to be in the region of GBP1bn (based on costs of works already completed for heat networks around the city). The Council is also planning complementary work on related climate and sustainability projects to help fulfil the Council's key net-zero policy objectives. In order to meet the city's targets and address the climate emergency, Glasgow needs to take a strategic approach to deliver, control and manage investment in this area. This will involve investigating and implementing viable and appropriate business models, projects for development, and investment opportunities. In March 2024 the Council approved resources and funding for the Council to identify and develop delivery and investment vehicles that will unlock private investment into the city and deliver key net zero projects. The Council's team, established to deliver this programme, is now seeking external financial advisors to support its work.
