## Summary

The Scottish Police Authority, located in Glasgow, has concluded a public procurement process for "Secure Data Hosting for Police Scotland East Data Centre," a project within the "Public order and safety" industry category. This contract pertains to colocation services, power consumption, and storage capabilities at the East Data Centre, confirming a significant investment in IT services. Notably, the procurement process, categorised under services, was undertaken using a limited procurement method due to high-risk considerations and technical complexities. The contract was awarded to Pulsant Limited, a large-scale supplier based in Maidenhead, on 31st March 2025. It is crucial to note that this was a negotiated procedure without prior publication of a call for competition, emphasising a strategic approach to mitigate risks associated with migration challenges for the authority. The total contract value is approximately £2,275,911 GBP, underscoring a substantial financial commitment to enhance police data hosting capabilities.

This tender presents significant business growth opportunities, particularly for organizations specialising in data center services, cloud storage solutions, and power optimisation technologies. While the contract is awarded to a single supplier, future procurement rounds indicated during the current contract term may open opportunities for other businesses. Companies with innovative solutions in managing complex data migrations or those offering bespoke IT services tailored to public safety needs would be particularly well-suited for similar future tenders. The focus on risk mitigation and technical precision offers a dynamic platform for businesses to demonstrate their expertise and gain strategic foothold within public sector IT infrastructure projects.

### Procurement Information

As a migration of this complexity and scale has never been carried out before by Police Scotland, this makes the risk profile very high. A market review and internal assessment has identified substantial risks associated with migrating to a new supplier, including: -High risk of technical issues during system and application migration, potentially leading to reputational damage for Police Scotland. -Severe impact on critical C3 operations, particularly given existing project delays. -Potential disruption to emergency services (999 and 101 numbers) due to ongoing UCCP rollout. -Unprecedented complexity, as a migration of this scale has never been conducted within Police Scotland, resulting in an unacceptably high risk profile. Given these factors, transitioning to a new supplier would pose a critical risk to public safety and operational continuity, justifying the use of the negotiated procedure without prior publication. The Authority intends to do a full procurement exercise during the term of this contract ensuring there is no risk to the running of the Authority's systems whilst a full procurement exercise takes place.
