## Summary

The University of Edinburgh is currently engaged in a procurement process for the purchase and installation of safety cabinets, primarily benefiting its Institute of Genetics and Cancer. The procurement falls under the goods category and is taking place in Edinburgh, UK. As part of a contract modification updated on 27th April 2026, Laboratory Specialist Services Ltd, based in East Kilbride, has been awarded the task due to their existing detailed knowledge of the facility. This tender represents a completed stage and the work is scheduled to progress over a period of 1200 days, with the contract officially signed on 24th April 2025. Notably, funding has been recently allocated for replacing an additional ten microbiological safety cabinets, emphasising the ongoing need for refurbishment and maintenance within the institute's complex infrastructure.

This procurement offers substantial growth opportunities for businesses specialising in laboratory equipment, especially those with expertise in complex service layouts and maintenance solutions. Laboratory Specialist Services Ltd, an SME, has demonstrated unique capability, making it well-suited to handle the project’s technical challenges. The contract was procured through a limited method without prior competition, underlining the technical necessity and logistical benefits of working with an incumbent supplier. Organisations with similar technical prowess and logistical competence might consider exploring future tenders by the University of Edinburgh or partnering in similar ventures to leverage collaborative expertise and ensure seamless continuity in specialised infrastructure projects.

### Procurement Information

The Institute for Genetics and Cancer (IGC) is comprised of different buildings linked together, with many spaces that have been refitted and refurbished over the years with a complex services layout, and between the College and Estates collectively there is insufficient knowledge of how the wider plant that feeds some of the key specialist facilities. In discussion with Contract Services and the College, there is agreement that the knowledge developed in the initial investigations stage makes LSS uniquely placed as the only suitable supplier to take on the required replacement work. As the maintenance contractor, LSS were well placed to undertake initial survey work to unpick how the cabinets are serviced and establish the best approach for replacement, which was within the remit of their existing contract. The overall scope of work has a number of technical challenges that are better served by a unified approach, and again LSS have demonstrated that they have a comprehensive understanding of those challenges and have been instrumental in proposing solutions; moreover, they have worked with the College/Estates to propose a staggered schedule of work that makes a project of this scale manageable logistically, given the budget deadline of end of July 2025, at the same time as minimising the impact on research capability.
