## Summary

Moray Council is currently in the tender stage of the procurement process, seeking a contractor for the Bilbohall Housing Phase 1 project. This process involves the construction of 28 housing units along with shared infrastructure in Elgin, located in the UKM62 region. The procurement follows an open procedure and is classified under the works industry category, with submissions due by 28th August 2025. The awarded contract is set to begin on 5th January 2026, with completion expected by 1st November 2027. The project offers the potential for further phases, with future development plans indicating up to 106 units in total.

This tender presents significant opportunities for construction companies, particularly those experienced in affordable housing and large-scale infrastructure projects within Scotland, preferably in the North East. Businesses capable of delivering high-quality construction while managing costs effectively stand to benefit from this contract. The project's phased nature means firms demonstrating successful partnership and design capabilities may secure additional business in subsequent development phases. Therefore, this tender is an ideal opportunity for well-resourced contractors looking to grow their footprint within the public sector housing market.
