## Summary

The City of Edinburgh Council has concluded the procurement process for the provision of shared homes, under the contract titled "CT0627-279 Category 1 C - Shared Homes." This contract falls under the services category, specifically addressing the provision of temporary accommodation. The procurement was executed through a selective restricted procedure, primarily targeting regional or local authorities under the general public services category. The location for this contract is primarily within Edinburgh, region UKM75. The process has progressed to the award stage as of 5th May 2025, with the contract already signed with MIJU Hotel on 1st April 2024, marking the completion of this cycle.

This tender presents substantial opportunities for businesses specialising in accommodation services, particularly those capable of providing shared housing with specific requirements such as exclusive access to certain facilities for each household. The contract, valued at £1,675,350, is well-suited for small and medium-sized enterprises (SMEs), as evidenced by the success of MIJU Hotel, a local SME. Companies with a focus on temporary housing solutions or hospitality services that adhere to the required standards, including the real Living Wage for staff, can find ample growth prospects. Furthermore, the contract condition demanding timely payments to sub-contractors ensures steady cash flow across the supply chain, benefiting diverse business stakeholders involved in similar projects.

## Notice

1c Shared Home This contract is for the provision of Shared House. A Shared House is accommodation with up to forty-five bedrooms (any properties with more rooms must have prior agreement with the Council). Each household (usually an individual or a couple) must have their own lockable bedroom, access to bathroom, living room and kitchen (see service specification for detail for each rooms requirements) It is expected that turnover of rooms will be low. It can take up to two years or more for people assessed as homeless to be offered alternative accommodation. Average length of stay for Shared Houses is approximately 5 months though some are significantly higher or lower than this. Properties awarded a place on the framework do not breach the Unsuitable Accommodation Order by providing either self-contained properties within a block with staff on site 24 hours a day or a shared property which provides each household with exclusive use of toilet and personal washing facilities and access to a living room and kitchen which may be shared with other households. To be deemed as suitable, accommodation must also be accessible 24 hours a day.
