## Summary

Angus Council, the buying organisation, has awarded a contract for the "Arbroath Neighbourhood Board - Workshop Coordinator - Work package B" project. The contract is focused on the services industry, specifically within the scope of public engagement and community development in Arbroath, UKM71. This process involved a limited procurement method, justifying the direct award based on capacity constraints of the top bidder for another package. The award process reached completion on 30th April 2025. The awarded contract, valued at £18,750, was signed with Voigt Architects Limited, a small or medium-sized enterprise (SME) located in Arbroath. The project involves conducting workshops from May to August 2025, aiming to engage the local community in investment ideation and development.

This tender represents a valuable opportunity for businesses specialising in community engagement, public services, or architectural design, particularly SMEs. The project's scope requires expertise in organising interactive workshops, community relations, and detailed report generation, including concept drawings. Businesses adept at fostering community collaboration and possessing creative problem-solving skills may find significant growth prospects. The opportunity for substantial visibility and direct community impact enhances its attractiveness to businesses looking to expand their services and market presence in regional development and public sector collaborations.

### Lot Information

Lot 1

The consultant will cohost three public design and engagement workshops from May to August 2025. The purpose of these workshops is to engage with the community to develop the ideas, and the successful consultant will be required to show progression and development between each of the workshop sessions. The funding suggestions provided by the local community in 2024 have been grouped into 3 separate workshop packages. The consultant will be required to visit the locations identified in Work package B and gather high quality photographs of the location, carry out an audit of current facilities/amenities that will be used to build up a robust understanding of each of the areas in the work package. This will be used to demonstrate the locations at the workshops. At the workshop, the consultant will work with ANB members to facilitate discussions at the three tables. Each table will display the imagery and audit of current location, along with a solution to gather feedback. The consultant will be prepared to tease out ideas from attendees and will encourage the attendees to share their views on the strengths of the ideas, potential challenges/barriers and potential mitigations about the idea. After the workshop, the successful bidder will collate the information and present the findings in a report (table is acceptable). ANB will then agree which ideas are taken forward into concept drawings/artist impression stage. The consultant will be required to provide these drawings.

### Procurement Information

Market testing was carried out and 6 quotes were received. The top scoring bidder has been awarded work package C and therefore does not have the capacity to undertake work package B within the time scale. The evaluation panel therefore are direct awarding work package B to another bidder who demonstrated their capability and competence to deliver the scope of works.
