This non-competitive action is justified due to the extreme urgency required to repair the hostel roof following damage caused by storm Eowyn in late January 2025. MacLeod Construction Ltd were on site carrying out works to contract for replacement windows under DPS contract 00691. As part of the emergency response to the storm damage, MacLeod construction secured the roof to prevent any further damage. In order to do this and facilitate and to provide access to the roofs to inspect damage, scaffolding was erected. As MacLeod construction have been involved in the repair and inspection of the damaged roofs and have already erected scaffolding, a direct award is best value. To go out to tender for the work would take time and involve additional expense to erect new scaffolding.
