## Summary

The City of Edinburgh Council has awarded a contract titled "Wellbeing & Positive Relationship Support Including Stress and Distress Management" within the services industry. Located in Edinburgh, UKM75, the contract relates to specialist learning provision aimed at mitigating harm and promoting wellbeing for individuals under the Council’s care. This contract was part of a procurement process conducted through a limited method, bypassing the usual publication of a call for competition due to the statutory and essential nature of the training. The contract, valued at £400,000, was signed on 5th June 2025, and it includes the delivery of training to 200 new facilitators and 100 refresh individuals annually, with an option for yearly extensions within a potential additional four-year term.

This procurement presents substantial opportunities for businesses specialising in training and educational services, particularly those that focus on wellbeing and stress management for specific populations like youth or individuals under care. CALM Training Ltd, an SME based in Menstrie, UKM76, has been selected as the supplier due to its existing capabilities and resources that align well with the Council's requirements. Businesses with expertise in similar areas and a capacity to handle the statutory duty implications of such training may find future opportunities to partner or compete in providing these services, especially if expansion or diversification into other regions within the UK or similar sectors is considered.

## Notice

This is a contract award notice for specialist learning provision which can help to mitigate the risk of harm to individual persons and young people in the Council's care, and protect their wellbeing and that of employees, visitors and members of the public.

### Lot Information

Lot 1

Delivery to approximately 300 new and 500 refresh individuals of specialist learning provision, including debriefing and physical intervention (safe holding) and escapes (disengagement) which can help to mitigate the risk of harm to individual persons and young people in the Council's care, and protect their wellbeing and that of employees, visitors and members of the public.. 4 year contract with the option to extend for up to another 4 years in 12 month extensions

Options: Optional extension of 4 x 1 year

### Procurement Information

This training is essential to organisational service delivery and is a statutory duty. In this instance, changing to a new system would have significant practical, resource and cost of change implications. Training of approximately 500 facilitators to undertake the delivery of required learning, in a single year, brings risks to staff and client safety whilst maintaining "business as usual". For these reasons, there are no financially, administratively reasonable or viable alternatives available.
