## Summary

Museums Galleries Scotland, a central purchasing body located in Edinburgh, has completed the tender process for the evaluation of its Delivering Change Leadership Programme. The contract, valued at £5,833, was awarded on 14th August 2025 to Ben Reid-Howells Consultancy. The open procedure targeted the services category related to recreation, culture, and religion, with tenders submitted until 23rd June 2025. Contracts aimed to evaluate the programme's objectives and impacts, which involved a mentorship initiative for leadership development within the framework of anti-oppressive organisational restructuring. Interested parties should note the overarching objective to enhance cultural sector participation, supported by The National Lottery Heritage Fund, Esmée Fairbairn Foundation, and the Scottish Government.

This contract offers significant opportunities for businesses focusing on programme evaluation, particularly those experienced in cultural sector projects, anti-oppressive methodologies, and leadership development. Consulting firms and service providers specialising in organisational transformation and leadership training would find this tender well-suited to their skillset. By participating in such initiatives, businesses can expand their project portfolios, enhance their expertise in implementing equity-focused strategies, and potentially form long-term partnerships with prominent cultural organisations and funding bodies.

## Notice

PLEASE NOTE THAT FURTHER DETAILS ARE AVAILABLE IN THE INVITATION TO TENDER - SEE ADDITIONAL DOCS SECTION MGS is looking to appoint a contractor for the evaluation of its Delivering Change Leadership Strand. Delivering Change is a collective effort between MGS and partnering museums, galleries, and community groups to restructure as organisations based on anti-oppressive principles. It has been developed by MGS and an Expert Advisory Group, who have lived and professional experience of barriers to participation in culture. The project is funded by The National Lottery Heritage Fund, Esmee Fairbairn Foundation, and the Scottish Government. The overall project is being evaluated by Ikake Rising but a separate standalone evaluation is required for the leadership element. The Leadership Strand will consist of a reciprocal mentorship programme, pairing someone with lived experience of systemic exclusion who is interested in entering leadership with a leader from the Delivering Change Museum Transformers programme. The Museum Transformers programme is currently underway and the 19 participants are undergoing an organisation-wide programme of anti-oppression learning, action planning and restructuring based on anti-oppressive principles. The mentorship programme will facilitate opportunities for discussion, understanding and experience sharing. Each mentor/mentee pair will also participate in an accredited leadership training programme. The successful contractor will work with MGS to deliver a comprehensive evaluation which captures incidental impacts and corresponds to the desired objectives of the Leadership Strand.
