## Summary

West Dunbartonshire Council is actively seeking contractors for an extensive external building fabric upgrade project, with the aim to improve tenant living conditions and council assets. The council, located in Dumbarton, UK (G82 1QL), is conducting this procurement under the European legal basis of directive 32014L0024. The project falls within the 'works' category in the construction industry, specifically classified under CPV 45210000. Recent amendments to the tender have shifted key deadlines to 17th July 2025 due to system downtime. Prospective bidders are encouraged to submit electronically through the Public Contracts Scotland platform by the new deadline. The tender process is currently in the update phase, following Council's open procedure method, ensuring a transparent and comprehensive selection process.

The External Building Fabric Upgrades present significant growth opportunities for construction and infrastructure businesses specialising in external wall insulation, roofing, and related works. This tender is particularly suited to contractors possessing the necessary accreditations and qualifications for such large-scale projects. With a focus on delivering best value, businesses with experience in similar upgrade projects will be able to leverage their expertise to meet the Council’s ambitious investment programmes. The project also allows businesses to strengthen their portfolios by participating in a high-impact government initiative, providing certifications and qualifications as part of the qualification criteria. Notably, the Council has included community benefits, where businesses can offer social benefit outcomes, fostering wider civic engagement through their participation.
