In August 2014 MeyGen secured funding for construction of the Phase 1A project, from various external investors including Crown Estate Scotland, the then Department of Energy & Climate Change (now Department for Energy Security & Net Zero), Scottish Enterprise via the Renewable Energy Investment Fund (delivered by the Scottish Investment Bank) ("REIF") and Highlands and Islands Enterprise ("HIE"). Phase 1A of the MeyGen project consists of an array of three HS1000 Mk 1 tidal turbines from Andritz Hydro Hammerfest ("AHH"), each rated at 1.5MW, and one AR1500 tidal turbine from Atlantis, also rated at 1.5MW. The AHH turbines, along with each turbine's share of the common infrastructure, are known as the AHH Project; whilst the Atlantis turbine along with its share of the common infrastructure is known as the Atlantis Project. Some Funders invested in both the AHH Project and the Atlantis Project, whilst others only invested in the AHH Project. As part of the funding investment documentation there is a requirement for an ongoing technical advisor. This tender document is aimed at filling this position.

### Lot Information

Lot 1

Phase 1a of the meygen project is now operational. The partnership now requires a supplier to support the operational phase of the project investment. The objective of the tender is to identify a party which has the technical understanding of the tidal stream sector, combined with sufficient experience and knowledge about the tidal stream sector, the MeyGen project and the specific technology utilized, to provide technical advice services which will cover the aspects of work as per the specification. Crown Estate Scotland is seeking to appoint Consultants to undertake the work specified for a period of three years from 26 November 2025 with the potential of 4 weeks hand-over period - starting 27 October 2025; unless terminated earlier in accordance with the terms of the Agreement. Specification - Scope of Work Funders' Technical Adviser (FTA) input during Operational Phase Annual Operating Budget: Will be provided by MeyGen to the funders each year. The review will cover the underlying technical and operational assumptions for the ongoing budget and revenue. Report on this work must be provided within 2 weeks of receipt of the Budget. The report needs to confirm if there is likely to be any adverse effect. The FTA will be expected to drive MeyGen to achieve early budget submission and agreement to the greatest reasonable extent possible. Meetings: Coordinate and chair monthly and longer quarterly meetings with MeyGen and the funders. Prior to the meeting the update reports should be reviewed so appropriate input can be provided at the meeting. Meetings online generally but quarterly meetings in person in Edinburgh, or as agreed otherwise between participants. Provide suitable written minutes within five working days following these meetings. Attend Tests & Inspections: Required to periodically attend tests and inspections (on site as required by MeyGen) Review and Certify reports: Required to review costs certificates, certify Net Energy output, confirm revenue forecast calculations, and review and create technical reports. With the lens of providing CES and Scottish Enterprise (SE) with accurate and reliable advice. Ad hoc Technical and Market operation advice: General support and advice on issues that may arise as required. This will involve liaison with MeyGen directly on technical and financial information as well as meetings with Crown Estate Scotland and Scottish Enterprise.
