## Summary

NHS Greater Glasgow and Clyde has completed a procurement process titled "NHS GG&C Gartnavel Hospital Thomas Weldon Building and Lab Block SIGMA to EcoStruxure Transition", focusing on the health industry category. The contract involves upgrading the End of Life Satchwell Sigma Building and Energy Management Systems (BEMS) to the latest EcoStruxure BEMS operating platform. The procurement process took place in Glasgow, UK, under the award stage, with a contract signed on 15th July 2025 and set to remain in place until 31st March 2024. This procurement was conducted using a limited method, specifically through an award procedure without prior publication, due to technical reasons and the necessity for a swift and minimally disruptive transition within this complex healthcare environment.

This tender presents substantial opportunities for business growth, particularly for companies in the energy management and cybersecurity sectors. It specifically suits organisations that possess advanced technical expertise in handling complex hospital infrastructure systems and have the capability to integrate advanced data analytics with building management systems. The awarded supplier, Schneider Electric, exemplifies the kind of large-scale company capable of handling such sophisticated and critical upgrades, underscoring the need for highly qualified technical operatives with detailed knowledge of existing infrastructure and solutions tailored to enhance building performance and security. Businesses aiming to compete in similar procurements should focus on leveraging technical qualifications, system integration proficiency, and familiarity with public healthcare procurement nuances.

### Lot Information

Lot 1

NHS GG&C require the upgrade of the existing End of Life Satchwell Sigma Building and Energy Management Systems (BEMS), to the latest EcoStruxure BEMS Operating Platform, including the replacement of the all System Level Controllers, Front End database and system Graphics. By upgrading the BEMS from Satchwell SIGMA to EcoStruxure will ensure the Gartnavel Hospital Thomas Weldon Building and Lab Block is future-ready today providing better and faster performance; cybersecurity; cloud and predictive services; and turn buildings data into actionable intelligence. Recognised manufacturer accreditation of all systems, including the software tools for configuration, and access to software licenses, is a requirement of the project. Schneider Electric, as the manufacturer are the only organisation able to meet this criteria. Furthermore, as the site is a complex and live healthcare environment, sound working knowledge of the installed systems and their hosted plant is essential to minimise the risk of unforeseen downtime impacting patient care services. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. NHS Greater Glasgow and Clyde believe it is the only organisation able to demonstrate manufacturer qualified staff, in all of the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Consequently awarding to another supplier would cost a significant amount money and disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the installation building energy controls is provide by the timescales stated ,is to publish a voluntary ex ante transparency (VEAT) notice.

### Procurement Information

NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services in addition a heightened risk of delivering this requirement in line with Scottish Government imposed timescales. The contract will be in place until the 31/03/2024.
