## Summary

The University of Edinburgh has completed the procurement process for the "Peace & Conflict Resolution Evidence Platform Service Agreement," a project under the Education category, situated in Edinburgh, UK. Initiated by a tender process, it entered the award stage by July 2025, with the contract being signed on 3rd July 2025. This £174,600 service contract was part of a 7-year accountable grant from the UK's Foreign, Commonwealth and Development Office, valued over £19 million. The procurement method used was limited, specifying a procedure without prior call for competition, due to technical reasons that only a particular operator could fulfil the requirements. The procurement was managed by Edinburgh Law School and is focused on enhancing understanding of fragmented constitutional environments.

This procurement presents significant opportunities for businesses specialising in research and development services, particularly those with expertise in political economy analysis in fragile states. The tender is ideal for large-scale enterprises like ODI, which have been awarded the contract due to their critical expertise in adaptive development and public financial management. By aligning with organisations that lead complex, large-scale research projects, such as this one, businesses can gain valuable insights and establish beneficial partnerships, potentially expanding their market reach across various international contexts.

## Notice

The Peace and Conflict Resolution Evidence Platform is a 7-year accountable grant held by Edinburgh Law School from the UK's Foreign, Commonwealth and Development Office (FCDO), with a value of over 19m GBP. Edinburgh Law School leads a consortium of partner organisations in the delivery of the grant, which includes over 75 individual research projects and is now in year 5 of delivery. The aim of this research is to contribute to donors understanding of how to engage with highly fragmented constitutional environments - and the contextual and systemic complexity which all actors have to navigate. It also provides a basis for cross-context learning - across conflict contexts, but also where appropriate extending this to non-conflict and Global North contexts, in which patchworks of constitutional relationships, produced and mediated through a range of micro-bureaucratic practices, also pertain.

### Lot Information

Lot 1

PeaceRep and FCDO will work with a contractor on one research project together. This project has three strands. Strand 1 : At a high level, this project is interested in the variety of forms of political relationship within an ecosystem; their genesis and interactions; and their arrangement into a more or less functioning "constitutional patchwork". This work is theoretical and comparative, informed by on-the-ground experiences. Strand 2 : At a meso-level, this project drills down into the political economic aspects of high-level inquiry. It focuses on financing as a constitutional practice. Stand 3: Policy engagement

### Procurement Information

The research contributes to donors' understanding of how to engage with highly fragmented constitutional environments - and the contextual and systemic complexity which all actors have to navigate. It also provides a basis for cross-context learning - across conflict contexts, but also where appropriate extending this to non-conflict and Global North contexts, in which patchworks of constitutional relationships, produced and mediated through a range of micro-bureaucratic practices (especially fiscal), also pertain. ODI has crucial expertise in this regard and they are the only supplier identified to produces leading analytical work at the juncture of these three themes: applied political economy analysis in fragile states, adaptive development, and public financial management. No alternative or substitute would be suitable for the requirements as it would have an impact on the research outputs.
