## Summary

The NHS Greater Glasgow and Clyde, a significant public health authority in the UK, has recently completed a procurement process for the maintenance of the Ethylene Tetrafluoroethylene (ETFE) plastic roof at the Queen Elizabeth University Hospital in Glasgow. This contract, titled "NHS QEUH Roofing Maintenance," falls within the health industry category and is centrally located in Glasgow. The procurement was executed under a limited method, specifically without the prior publication of a call for competition, due to the technical specificity of the service required. Vector Foiltec Limited, the awarded contractor, commenced the contract on 4th August 2025, achieving compliance with the Public Contracts (Scotland) Regulations 2015. The contract will extend until 13th August 2030, ensuring sustained service and minimal disruption for the hospital.

This contract presents minimal opportunities for external businesses due to its specific requirements and direct award to Vector Foiltec Limited, the only company capable of fulfilling the unique technical demands of the ETFE roof maintenance. Businesses with expertise in specialised roofing maintenance materials, particularly for hospital or healthcare environments, might seek insights from such opportunities to tailor their services for future tenders with similar constraints. This procurement highlights the importance of niche expertise in gaining specialised contracts within the public sector. Although this is a limited competition process, such projects underline the value of developing specialised capabilities that are crucial for meeting stringent public sector standards and requirements.

### Procurement Information

Award of a contract without prior publication of a call for competition Justification for selected award procedure: The procurement falls outside the scope of application of the Directive Explanation NHS Greater Glasgow and Clyde Health Board (hereafter referred to as 'The Board') require suitably qualified and experienced Contractor to provide roof repairs and maintenance located at the Queen Elizabeth Hospital through a contract. Vector Foiltec are the only company that can maintain the roof located at our Queen Elizabeth University Hospital. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of this particular type of roof located at the Queen Elizabeth University Hospital, is to publish a voluntary ex ante transparency (VEAT) notice. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new roof would be significant and would have wide reaching consequences impacting: Staff; Patients and Services. The contract will be in place until the 13/08/2030.
