## Summary

West Dunbartonshire Council has initiated a tender process for the "Foundations for Change Flexible Framework for Additional Support Services," aimed at adults aged 18 to 65 with diverse support needs. This tender falls under the services category and operates as a restricted procedure within the Light Touch Regime. The procurement, conducted under the Public Contracts (Scotland) Regulations 2015, invites entries for various lots including those focused on physical disabilities, cognitive impairments, sensory impairments, and mental health conditions. The estimated contract value is £23,690,000, with services to be provided in West Dunbartonshire and applications due by 10th July 2026. This flexible framework will continue to accept new providers throughout its term to promote person-centred, outcomes-focused support.

This tender presents considerable growth opportunities for businesses specialising in social care services, particularly those capable of delivering across multiple areas such as physical and cognitive impairments or mental health support. Given its scope and the ongoing openness to new entrants, this framework offers amplified opportunities for providers experienced in delivering Self-Directed Support (SDS) in Scotland. Companies adept in collaborative service delivery, employing technological solutions, and implementing community benefits strategies will find this a strategic opportunity to expand their operations and reputation within the region. The emphasis on flexibility and continuity of care ensures opportunities for businesses committed to innovative, long-term community involvement.
