## Summary

The procurement process overseen by NHS Highland for the "HH231-24-TW18 Apex Delta Project" has reached the award stage. The contract, aimed at covering the running costs of the DELTA Project from April 2024 to March 2025, is based in Inverness. Classified under the health services industry, this procurement was completed using a limited method without a prior call for competition, owing to a historical arrangement and absence of competition due to technical reasons. The agreement, valued at £75,400, was signed on 12 December 2024 and is designed to serve a unique client group by focusing on substance use, mental health challenges, and social isolation. This project is a continuation of services historically provided by Apex Scotland, reflecting a longstanding relationship without a standard contractual agreement in the past.

This tender presents business growth opportunities, especially for organisations that specialise in health services, particularly in dealing with substance use and mental health support. Given the specialised nature and the historical ties with Apex Scotland, businesses with a proven track record in delivering similar health services could benefit from exploring such procurement opportunities. Although the procurement method was limited and specifically directed, understanding such service requirements in public health procurement can prepare businesses for future opportunities to partner with national health entities like NHS Highland.

### Procurement Information

Historical arrangement that has been in place for many years without a current contractual agreement in place and an SLA since 2010 to see 70 clients a year. The providers work with a unique client group and are an expert in their specialism. Activity and outcomes evidence value for money. This is a longstanding suppier who has been providing this service since 2010 within the current contract since 2010 minimum. Unfortunately this does not appear to have been within usual process however I am confident of the value to supplier brings to people with substance use and mental health difficulties who are socially isolated, at risk and / or seeking employment. 2023 outcome data have been included to evidence this.
