## Summary

Fife Council has initiated the procurement process through an open procedure to commission specialised support services for individuals with learning disabilities in Inverkeithing, Fife. The contract, titled "Inverkeithing Core and Cluster 1," falls within the industry category of services, specifically focusing on health and social care. The procurement, awarded on 17 February 2026, is part of Fife Council's ongoing remit to enhance housing and community amenities. The process culminated in the active stage, with the contract value sitting at £2,077,985 and a duration of seven years, including options for renewal. Originally, Care Support Scotland was awarded the contract, but it was recently reassigned to The Richmond Fellowship Scotland due to unforeseeable circumstances.

This tender represents significant opportunities for businesses in specialised care services, including those offering support in areas such as relationship management, housing assistance, and self-care for individuals with learning disabilities. Enterprises that are well-suited to compete are those experienced in delivering supported living services and care provision tailored to individual needs. With an emphasis on quality, which accounts for 85% of the award criteria, businesses with robust quality assurance systems and a commitment to exceptional service delivery have an advantage. Given Fife Council's role as the contracting authority, businesses with existing infrastructure in the UK, particularly those capable of handling large-scale service contracts and potential future purchases under Regulation 72, stand to benefit significantly. The project addresses ongoing regional needs and offers recurrent opportunities through its renewal options.
