## Summary

The University of Edinburgh has completed a procurement process titled "Temporary Hospitality, Catering and Events Staff for ACE," belonging to the education industry category. Located in Edinburgh, the procurement, under the tag of services, has reached the award stage with contracts signed on 6th July 2026. Using an open procurement method, the University aimed to establish a framework agreement with suppliers capable of providing catering staffing resources to support its Accommodation, Catering and Events (ACE) services. The projects involved multiple lots covering hospitality, domestic services, and kitchen staff, with key contracts awarded to suppliers like Blue Arrow and others, signifying a substantial engagement in the provision of essential catering services across the University's venues.

This tender provides significant opportunities for businesses in the hospitality and staffing sectors, particularly those with the capacity and agility to supply temporary staff promptly as per operational demands. Both large-scale suppliers and small to medium enterprises (SMEs) have the potential to thrive within this framework if they can maintain service quality, meet technical criteria, and offer competitive pricing. The framework agreement ensures long-term collaboration prospects, with the possibility of contract extensions, which could result in consistent business growth opportunities for the chosen suppliers serving varied locations in Edinburgh.

## Notice

The University's Accommodation, Catering and Events (ACE) service operates a range of essential catering facilities that support students, staff, visitors and commercial activities across the University. To ensure continuity of these critical services, the University supplements its permanent workforce with temporary agency staff during periods of increased demand, seasonal peaks, planned events and where unforeseen staffing shortages arise. Agency workers are engaged only where the existing permanent workforce is insufficient to meet operational requirements, helping to maintain service continuity, customer experience and contractual commitments. The purpose of this procurement is to establish a Framework Agreement with suitably experienced staffing providers that have the capacity and capability to supply high-quality catering personnel at short notice, as and when required. The Framework value is indicative and non-committal. This project is looking to establish a new framework agreement with suppliers who have the resource and capacity to work with the University to provide catering staffing resources as and when required.
