## Summary

The procurement process for the project titled "Award of RRF/015/25 - Outdoor air pollutant exposure – evidence review" has been concluded, with the Scottish Government serving as the buyer. The initiative falls under the industry category of research and development services and related consultancy services. It is focused on assessing exposure levels to outdoor air pollution across Scotland, aiming to improve public health outcomes. The procurement process reached the award stage on 19th March 2026, following a tender period from 11th October 2025 to 5th September 2026. Located in Edinburgh, the project's contracting authority is the Scottish Government, and the tender method initiated was responsive research funding.

This tender has created opportunities for business growth by inviting services and consultancy providers with expertise in environmental science and public health research to compete. Businesses specialising in air quality analysis, environmental consultancy, or those with a strong research component would find this project well-suited for their capabilities. The successful supplier, Air Quality Consultants, will be tasked with providing comprehensive insights into air pollution exposure in Scotland, potentially opening pathways for further collaborations and innovation in the field. The awarded contract, valued at £46,087, signifies notable benefits for businesses looking to contribute to environmental health improvements and address pollution-related health disparities.

## Notice

Efforts to address outdoor air pollution in Scotland are largely concentrated on pollution hotspots that are typically found in larger towns and cities. This targeted approach has resulted in notable improvements in air quality, with national air quality objectives now being consistently met across the automatic monitoring network. However, growing scientific evidence demonstrates that even relatively low levels of ambient air pollution, such as those now typical across much of Scotland, are associated with adverse health outcomes. These include respiratory and cardiovascular disease, dementia, diabetes, and adverse pregnancy outcomes (low birth weight and prematurity). Collectively this constitutes good evidence that air pollution, even at the concentrations found in much of Scotland, is linked to excess ill health. In light of this there is a need for enhanced focus on population-wide exposure reduction. This will help improve public health outcomes and address environmental health inequalities. Exposure to air pollution is not distributed evenly across the population, and vulnerable groups including children, pregnant women, older adults and those with pre-existing health conditions are disproportionately affected.Exposure to outdoor air pollution can be hard to quantify due to multiple sources and behaviours. This responsive research fund project will assess what is already known about exposure levels to outdoor air pollution across Scotland.
