## Notice

ScotRail Trains Ltd seeks to appoint a qualified and experienced Service Provider (SP) to deliver a Technical Support and Spares Supply Agreement (TSSSA) for the Class 380 Electric Multiple Unit (EMU) Fleet, operated under ScotRail Trains Limited. The appointed Service Provider shall provide an integrated, performance-driven solution encompassing technical support, maintenance spares management, and fleet improvement campaigns, aligned to the Operator's objectives of enhancing fleet reliability, availability, safety, and customer experience. All units were manufactured and commissioned between 2009 and 2011. The TSSSA will ensure the continued performance of the Class 380 fleet through robust engineering support, efficient material management, and proactive condition-based maintenance interventions. This partnership will promote long-term sustainability, value for money, and innovation within the ScotRail rolling stock maintenance programme. Current arrangements expire in December 2026 and this new procurement activity will commence in late-2025. ### Lot Information

Materials Supply Only

Suppliers expressing interest in the Materials Supply Only option shall be responsible for: -The procurement, receipt, inspection, and distribution of all materials and spares as required for Class 380 maintenance. -Management of Operator-owned inventory in accordance with an agreed Contracted Materials List. -Implementation of robust supply chain controls to ensure traceability, compliance with safety and quality standards, and timely delivery to depot locations. -Provision of accurate and auditable inventory reporting, including stock levels, usage trends, and shelf-life management. -Proactive identification and mitigation of risks associated with obsolete or long-lead materials.

Technical Support Only

Suppliers expressing interest in the Technical Support Only option shall be responsible for: -Provision of engineering and technical expertise to support fleet fault diagnosis, reliability improvement, and incident investigation. -Management and delivery of safety-critical technical investigations, including submission of full Technical Investigation (TI) reports within defined timeframes. -Provision of 24/7 remote technical support and helpdesk capability to depot-based teams. -Analysis of reliability trends and performance data to identify root causes and recommend corrective actions. -Development and management of fleet modification and improvement campaigns in consultation with the Operator. -Contribution to the Operator's safety, reliability, and availability KPIs through data-driven engineering support.

Stores Management Only

Suppliers expressing interest in the Stores Management Only option shall be responsible for: -Day-to-day operation of on-site stores at the designated depot, including 24/7 coverage to support maintenance operations. -Receipt, inspection, storage, and issue of Operator-owned spares and consumables in compliance with relevant safety and environmental standards. -Implementation and management of a comprehensive inventory control system, ensuring full traceability and auditability of all stock movements. -Maintenance of accurate records of stock levels, shelf life, and replenishment requirements, with regular reporting to the Operator. -Management of special tools, calibration schedules, and controlled issue processes. -Administration of warranty returns, defect reporting, and supplier interfaces relating to defective or replacement materials.

Full TSSSA (All Services)

Suppliers expressing interest in delivering the full Technical Support and Spares Supply Agreement (TSSSA) shall be responsible for the integrated delivery of all services described above, including: -Technical support, investigations, and engineering improvement activities. -Full materials supply and inventory management functions. -24/7 stores operation and logistics coordination. -Development of performance reporting, KPIs, and continuous improvement initiatives. -Joint responsibility with the Operator for the achievement of defined reliability and availability targets. Suppliers bidding for the full TSSSA must demonstrate comprehensive capability across engineering, materials management, and logistics disciplines, supported by a robust management structure, digital tools, and evidence of prior delivery of integrated fleet support solutions in the global rail sector.
