## Summary

The NHS National Services Scotland (NSS), through its Common Services Agency, has recently completed a selective procurement process under a restricted procedure for the "National Common Data Environment" contract. This procurement falls under the industry category of services and specifically targets the health sector. The contract was awarded to Dalux Limited for the provision of a Common Data Environment (CDE) that facilitates Building Information Modelling (BIM) in a collaborative digital space. The procurement was conducted utilising the Scottish Government’s Software Value Added Reseller (SVAR) framework and concluded with the contract being signed on 22nd September 2025, valued at £480,000. The contract supports the geographic region of UKM, primarily benefiting areas such as Edinburgh and Glasgow, with Dalux Limited headquartered in Glasgow.

This procurement process presents a significant opportunity for businesses in the IT services and digital infrastructure sectors, particularly those specialising in collaborative technology solutions for healthcare and public sector projects. The opportunity for cost avoidance through national procurement instead of individual Board-level purchases highlights the potential for cost-effective solutions to be proposed. Businesses with innovative digital solutions that can support large-scale data management and integration in healthcare would find this contract especially beneficial. Moreover, as the procurement method was selective, firms with experience in restricted procedures and a track record in servicing public healthcare agencies could leverage this opportunity for strategic growth. The completion of the tender and award process indicates readiness for execution, offering immediate business opportunities.

## Notice

A CDE is a technology solution and process that enables a collaborative way of working to support Building Information Modelling (BIM). It ensures that data can be communicated, reused and shared efficiently, without loss, change or interpretation. Essentially a CDE is simply a digital place in which information comes together and promotes a collaborative working culture. Utilising the Scottish Government's Software Value Added Reseller (SVAR) framework (SP-21-034), the Digital Estate & Asset Management (DEAM) team carried out a soft market mini competition for the provision of a national solution for a Common Data Environment (CDE) for Project Information Model (PIM) and Asset Information Model (AIM). The previous CDE contract ended on 31/03/2025. This contract was in place for 4 years (24 months + 12 months + 12 months) and was procured via the G-Cloud 12 Framework. There were no additional options to extend this contract therefore a new procurement activity was undertaken. There is a cost avoidance by undertaking this procurement nationally, compared to if this system was procured on a Board by Board basis.
