IntroductionClackmannanshire Council seeks to provide tenants a fair and equal opportunity to participate and provide their opinion on housing service delivery. Tenant Participation activity is key to providing tenants a suitable platform and means by which to engage and work pro-actively with the housing service in all areas of service delivery.The Housing Service have a Tenant Participation Officer dedicated to ensuring that the best possible opportunities exist for our tenants to engage and work collaboratively with the service with the collective aim of improving the services which we provide to tenants.This request for quotation seeks a suitably qualified partner organisation to work with our Tenant Participation Officer in progressing our recently approved Tenant Participation Strategy and, in due course, to establish a Tenant Scrutiny Panel and Tenant Led Board.The Tenant Participation Strategy document is provided for your perusal in order to provide some context and idea of the required actions which the housing service wishes to progress in relation to tenant participation activity.All Quote submissions from suppliers will be scored on both price and quality. The contract will be awarded to the supplier who receives the highest total score. The overall split for this will be 30% on Price and 70% on Quality.BackgroundThe service have a need for a suitably experienced tenant participation consultant to assist as required over the next one to two years with the overall delivery of tenant participation activity in line with our tenant participation strategy. This may include the establishment of tenant groups, a Tenant led Board and the establishment of a Tenant Scrutiny Panel. Assistance is required to develop the scope and breadth of these opportunities, to allow for maximum opportunity for tenants to engage in these activities.The Scrutiny Panel will review and provide recommendations for various parts of the Housing Service. Tenant Scrutiny aims to ensure that tenants have influence in working in partnership with Clackmannanshire Council to develop sound understanding and reasoning for its decisions, performance and strategic direction. Section 31 of The Housing (Scotland) Act 2010, through the establishment of the Scottish Social Housing Charter (the Charter), set the standards and outcomes that all social landlords should aim to achieve when performing their housing activities. The Charter therefore provides the legal framework, ensuring tenants input drives forward performance improvement.In terms of Tenant Scrutiny activity, it is envisaged that scrutiny activity and its findings will be presented regularly with recommendations and with opportunity for participation and feedback amongst stakeholders. Training and guidance will be required to be provided by the consultant for individuals participating in scrutiny activity and an agreed set of guidelines is to be developed by which the scrutiny panel will abide by in undertaking scrutiny works. It is expected that training would be certificated, and would be provided to new members prior to starting.Tenant Scrutiny activity should help to influence and inform both the short and long term aims of the housing service.
