## Notice

Renewal of software subscriptions for NBS Chorus Platform.

Lot 1

The council is looking to renew our software subscriptions for NBS Chorus. This software is used for producing specification documents and for producing contract instructions and certificates as part of our delivery of the capital programme. The council has been using this software in excess of 15 years.. There was no Price/Quality Split as this procurement relates to a direct award approved by West Lothian Council Executive on 11 November 2025.

### Procurement Information

The Procurement (Scotland) Regulations 2016 make provision for circumstances in which a contract can be awarded without competition under Regulation 6) (1) (b) (ii). In this instance competition is absent for technical reasons as Hubexo North UK Limited own the licences and are the only supplier able to provide service provision.
