Renewal of SaaS subscription for Health and Safety Management System.

Lot 1

The Council is seeking to renew its Health and Safety Management SaaS subscription with the incumbent supplier. This renewal will ensure continued access to an online health and safety management system that meets the Council's needs and enables employees and managers to input, manage, source, and store information across all services. The Council have been using the system since 2016, in partnership with East and MidLothian Councils.. There was no Price/Quality Split as this procurement relates to a direct award approved by West Lothian Council Executive on 11 November 2025.

Options: Option to move to Single Sign On (SSO) as and when required.

### Procurement Information

The Procurement (Scotland) Regulations 2016 make provision for circumstances in which a contract can be awarded without competition under Regulation 6) (1) (b) (ii). In this instance competition is absent for technical reasons as Sphera Solutions Limited own the exclusive rights to their purpose built software.
