## Summary

Stirling Council has successfully concluded a procurement process for a Temporary Traffic Management Services Framework, designed to manage traffic within the region of Stirling (UKM77). The process was undertaken using an open procedure, allowing for wide participation, and the contract value is set at £400,000. The award was finalised on 30th April 2026, after the tender stage completed on 9th March 2026. Key participants in this procurement included Total Traffic Safety & Management Ltd, Central Traffic Management Ltd, Markon Limited, Class One Traffic Management Ltd, and Signsafe Traffic Ltd., all of which are SMEs. The framework aims to ensure qualified contractors undertake reactive traffic management tasks complying with health and safety regulations as well as sector-specific certifications.

The awarding of this contract presents substantial growth opportunities for businesses specialising in traffic management services, especially SMEs with qualifications in safety at street works and road works. Companies capable of delivering high-quality services while maintaining competitive pricing stand to benefit significantly, as the award criteria were heavily weighted towards price (70%) and quality (30%). This framework not only allows businesses to secure a stable stream of work with the Stirling Council but also supports the Council’s economic, environmental, and social objectives as part of their community benefits programme. Such initiatives encourage businesses to contribute to regional development while expanding their operational footprint.
