## Summary

This procurement process involves South Lanarkshire Council as the buying organisation, focusing on the recycling and reuse of materials from the demolition of East Kilbride Centre West, part of the ongoing East Kilbride Masterplan redevelopment. The project is centred in Hamilton, Scotland, within the region UKM95, and falls under the environmental protection industry category. It is currently in the planning stage, with a planned procurement notice issued on 17 February 2026. Interested parties should note that the upcoming communication regarding this tender is set for 2 March 2026. The overall project is geared towards enhancing the circular economy through the repurposing of materials such as terrazzo tiles, glazing, terracotta panels, and metal mesh.

This tender offers significant opportunities for businesses specialising in environmental services, transportation, storage, and materials processing. Companies experienced in upcycling and repurposing materials can leverage this opportunity to expand their portfolio, particularly those focused on sustainable practices and circular economy models. The contract will be procured using an Open Tender procedure evaluated on the Most Economically Advantageous Tender (MEAT) basis, emphasising both price and technical criteria, ensuring the selection of the best value propositions. Ideal candidates will have the capability to handle large volumes of materials, secure off-site storage solutions, and contribute to the transformation of reclaimed materials into new, high-quality tiles, aligning with South Lanarkshire Council's vision for sustainable urban development.

## Notice

South Lanarkshire Council is progressing the East Kilbride Masterplan, which includes redevelopment of the Centre West site (G74 1LL). This project will create a new town centre neighbourhood, high-quality public realm, and a new Civic Hub building. The appointed demolition contractor for Centre West is currently on site undertaking demolition and deconstruction activities. As part of their contract, they are responsible for segregating and storing materials on-site for future repurposing into terrazzo tiles. Under this procurement, the appointed organisation will be required to uplift, transport, repurpose, and securely store these materials off-site. Materials identified for repurposing include terrazzo flooring sections (maximum size 700 x 700 mm), large-format glazing, terracotta panels, and metal mesh. These materials are intended to be crushed and incorporated into new terrazzo tiles, supporting the Council's circular economy objectives. The anticipated scope of services includes: 1 - Uplift, transportation, sorting, and secure off-site storage of reclaimed materials to support future manufacturing of new tiling products. 2 - Removal and preparation of specified items for direct repurposing within the Civic Hub and public realm components of the Masterplan. Construction of the new Civic Hub is expected to commence in 2027, with completion scheduled for 2029. Further information on the wider East Kilbride Masterplan is available at www.ekfuture.co.uk.
