## Summary

The procurement process undertaken by the Linthouse Housing Association, an organisation focused on housing and community amenities in Glasgow, revolves around the "SHNZHF 2 - Elderhouse" window project. This initiative falls under the works industry category and was executed using an open procedure method. It pertains to the replacement of windows in Grade A listed buildings aiming for enhanced energy efficiency, aligning with Glasgow's region UKM82. The contract was awarded and the stage is complete with a contract signed on the 10th of October, 2024, for a total value of £4,724,830.67. The project is part of a broader framework agreement under the SXL Energy Efficiency Contractors Framework 1320, and it targets the improvement of living standards by reducing energy costs and supporting sustainable housing goals.

This tender presents substantial opportunities for businesses, particularly those specialising in construction, and energy efficiency solutions. Given its scope within the energy efficiency sector, companies with expertise in window manufacturing or installation, especially those capable of delivering high-performance glazing solutions, would find this project advantageous. Additionally, businesses prioritising sustainable development and community welfare have the potential to strengthen their portfolio through engagement in this initiative. The alignment with a framework agreement ensures ongoing opportunities for growth and the prospect of additional phases, making it an attractive proposition for those looking to expand through strategic partnerships in public housing projects.

### Lot Information

Lot 1

Linthouse Housing Association (LHA) is the main landowner in the Linthouse area of Glasgow, with over 1300 properties and factoring a further 400 properties. The majority of the properties are Pre-1919. Pre-1919 tenements face many different challenges including external fabric condition/repairs, difficulty to insulate/hard-to-treat and heat, mixed ownership, and oversized fenestration. Some of these lie within a conservation area, adding further challenges. Fenestration accounts for over 50% of the external facades and the heat losses due to the poor performance of these windows is the major contributor to the high energy costs incurred by the occupants. The current existing windows are drafty, have very poor energy efficiency performance and are not fit for purpose. As such, LHA proposes to replace windows, to several properties and upgrade them to a double/triple glazing specification in the Grade A listed building. The HA is focused on a fabric-first approach and as such the upgrade of the windows is a top priority to reduce fuel bills and fuel poverty. The proposed measures are as follows: - Windows replacement to double/triple glazing spec and associated works The fabric first measures outlined above will greatly improve the energy efficiency of the building by reducing heat losses, reducing the fuel bills and helping alleviate fuel poverty. It will also reduce CO2 emissions and help prepare the building fabric towards achieving Zero Carbon properties. It will also bring the HA closer to achieving the Social Housing Net Zero Standard (SHNZS). The project will greatly support the health and wellbeing of the occupants and will provide homes that are fit for purpose and will alleviate cost increase pressures which can lead to mental health issues. It will also help decrease pressures on external services such as the NHS and the HSCP. It will also help alleviate pressures on the increasing numbers of homeless people across the city by providing homes that are more affordable to run.
