## Summary

Moray Council is initiating a planned procurement process aiming to establish a framework for Children's Residential and Education Services under the Health and Social Care Moray initiative. This procurement is presently at the planning stage with communication regarding the tender expected by 6th March 2026 and advertisement scheduled by April 2026. The process entails the delivery of services within the UKM region, which encompasses areas such as Elgin. This venture falls under the services category, particularly focusing on general public services in the health and social care sector. The scope includes four lots ranging from residential care to intensive support residential care with education, to be provided for children and young people requiring placements.

This tender presents significant opportunities for businesses specialising in residential and educational care services, particularly those adept at offering trauma-informed, therapeutic, and nurturing care. Providers that can demonstrate alignment with The Promise, ensuring relationship-based care that prioritises children’s best interests, will be well-positioned to compete. This opportunity can foster business growth by enabling providers to become part of a framework allowing quick identification and matching to placements, thereby enhancing service delivery efficiency and expanding their portfolio in the social care sector within the Moray region and beyond. Businesses with experience in addressing social, emotional, and behavioural needs and supporting positive outcomes in education, care, and employment are encouraged to engage with this procurement process to bolster their capabilities and market presence.
