## Summary

Scottish Enterprise appointed a commercial property adviser for its Edinburgh BioQuarter holdings, a life sciences and health innovation district about three miles south-east of Edinburgh city centre. The work covers strategic development, commercialisation and disposal of land and property, including support to find a private-sector partner for Multi Occupancy Building 2; letting and marketing Building Nine and the Biocubes; and advising on the marketing and disposal of 34.43 hectares of land. The portfolio includes around 260,000 square metres of developed space and plans for further commercial, mixed-use and residential development. Services also include ongoing property, market, valuation and development advice. Relevant suppliers include commercial property consultancies and agency firms with experience in development and land transactions.

The procurement has been awarded to Newmark Gerald Eve LLP, and the contract is active. It was a call-off from the Government Commercial Agency’s Estates Management Services 2 framework, Lot 1, for total estate management services; six bids were recorded. The contract was signed on 10 January 2026. Its term is three years, with two optional one-year extensions at Scottish Enterprise’s discretion. The awarded value is £345,300. The evaluation criteria are not stated in the available process information. The work combines procurement support, agency services, land marketing and disposal, and ad hoc consultancy, rather than a single property transaction. The award followed a framework call-off, not a separate open competition for this contract.

This award shows demand for an integrated commercial property adviser able to cover both strategic estate development and hands-on agency work for a major health and life sciences district. A credible competitor would need to develop procurement strategies, financial models and tender documents, and support evaluation and negotiations to secure a private-sector development partner. The work also calls for commercial lettings and marketing, viewings, heads of terms, legal liaison, transaction management and regular reporting. Strong valuation capability, including Red Book valuations, is relevant alongside market analysis, commercial due diligence and development advice. Suppliers should be able to handle land sale, lease or procurement routes and meet public-sector financial management and subsidy-control requirements. The incumbent was selected through an established government property-services framework.
