## Summary

Dumfries and Galloway Council is currently in the planning stage for a Public Social Partnership (PSP) focused on social care commissions. This initiative falls under the services category and aims to involve third-sector organisations in co-designing and delivering services with social impact. The procurement process started on 19th February 2026 and is scheduled to advance with a future notice expected on 1st April 2026. The contracting process is located in the UKM92 region, aligning with Dumfries and Galloway's strategic approach to enhance community support, day services, carer support, and mental health services.

The tender presents a significant opportunity for social enterprises and community organisations specialising in social care services to engage in collaborative frameworks. Businesses equipped to offer community, day, carer, and mental health support services stand to benefit from participating in this initiative. The PSP aims to create a Strategic Alliance, offering a platform for entities to contribute their expertise in service delivery, evaluate social outcomes, and influence future specifications and service pilots. This venture promotes growth through shared resource utilisation, expertise, and strategic planning within a structured, collaborative framework.

## Notice

A Public Social Partnership (PSP) is a collaborative framework in which public sector bodies and social enterprises or community organisations work together to co-design, deliver, and evaluate services with social impact. At the heart of a PSP is a Memorandum of Understanding (MOU), a formal document that defines the partnership's purpose, scope, and the roles and responsibilities of each partner. While an MOU is typically not legally binding, it provides a clear framework that ensures transparency, accountability, and mutual understanding. The MOU would outline the objectives of the partnership, the initiatives and learning to be delivered, and the intended social outcomes. It clarifies how partners will share resources, expertise, and responsibilities, including funding, staffing, and operational support. Governance arrangements would be defined, often including steering committees or advisory groups, as well as processes for decision-making, monitoring, evaluation, and review. Confidentiality, data protection, and dispute resolution mechanisms will be specified, helping to manage risk and maintain trust among all parties. By providing this structured framework, the MOU facilitates collaborative planning, co-production of services, and a shared commitment to social impact, while allowing each organisation to retain its autonomy and legal responsibilities.
