## Summary

Zero Waste Scotland Ltd commissioned research into the volumes and material flows of common construction materials in Scotland. The work covers a data-based material flow analysis, supported by qualitative engagement with selected stakeholders, including building material suppliers, contractors, demolition contractors and waste processing contractors. It examines current industry practices for processing construction materials, with particular attention to excess, surplus and waste materials. The research is intended to establish baseline data for impact assessments, economic analysis and further research, while supporting market volume analysis for the CirCoFin project. The requirement is for environmental issues consultancy services, classified under CPV 90713000, with delivery focused on the Scottish construction materials sector.

This procurement has been awarded through a Quick Quote process. Resource Futures was selected from two bids and awarded the contract for £50,178.70, inclusive of the stated GBP currency. The contract is recorded as active. The evaluation led to a single award covering the full research requirement: construction material flow analysis, stakeholder engagement, assessment of processing practices, and identification of opportunities and barriers affecting recycling and reuse. The award title identifies the requirement as 24-FW-004-CO-49 – CirCoFin Construction Material Flow Analysis. The contracting route and outcome indicate a focused research commission rather than a framework, construction delivery contract or supply purchase.

This requirement demonstrates demand from Zero Waste Scotland for specialist evidence on construction materials, waste and resource efficiency. Credible competitors for a future requirement would need to combine quantitative material-flow analysis with practical qualitative research involving suppliers, contractors, demolition businesses and waste processors. Useful capability would include gathering and interpreting market and industry data, understanding material processing and waste streams, and translating findings into evidence for impact assessments, economic analysis and market-volume work. Experience of recycling, reuse and construction-sector practices would strengthen a supplier’s position. The selected scale also suits a focused consultancy or research team able to manage stakeholder engagement and produce clear, decision-ready analysis for a Scottish public-sector programme.

## Notice

The intended outcome of this research is an enhanced understanding of the volumes and material flows of common construction materials in Scotland. This will provide baseline data which can be used to directly support project related activities including impact assessments and economic analysis, as well as supporting the identification of areas which will require secondary research. The research outputs will also specifically support market volume analysis activities on the CirCoFin project. The proposed mixed-methods methodology for this research focuses on a data-based material flow analysis of selected construction materials. The quantitative material flow analysis will be supplemented and informed supporting qualitative research which will engage with a selected group of stakeholders, including building material suppliers, contractors, demolition contractors and waste processing contractors. This research will establish an understanding of current industry practices for material processing, with a focus on excess/surplus and waste materials. It will also identify opportunities and barriers to optimisation of recycling and reuse for common construction materials and products.Further information is provided in the Additional Documents that accompany this Quick Quote Notice.
