Options: In line with 72 - Modification of Contracts During their Term, of the Public Contracts (Scotland) Regulations 2015, this Contract may be modified without a new procurement procedure in accordance with this Part in some cases.

### Procurement Information

A Prior Information Notice (PIN) was published via Public Contracts Scotland (PCS) on 23 May 2025, with a request for interested parties to register their interest no later than 12 noon on 13 June 2025, only 1 company (Construction Photo Documentation Ltd (SC457921) T/A Multivista), can fulfil the requirements set out under the Prior Information Notice (PIN). As such, the University's requirement falls under the circumstances set out under The Public Contracts (Scotland) Regulations 2016, Regulation 6 - Circumstances in which a contract can be awarded without competition; - (1) A contracting authority may award a public contract without seeking offers in relation to the proposed contract - (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons - (ii) competition is absent for technical reasons. Therefore it has been determined that the appropriate route to market for this requirement is the use of the negotiated procedure without prior publication in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 33 - Use of the Negotiated Procedure without Prior Publication; - (1) A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases - b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons - (ii) competition is absent for technical reasons.
