## Summary

The LHC Procurement Group for the Scottish Procurement Alliance (SPA) is in the planning stage of a public procurement process titled "Refurbishment and Modernisation (RM4) - Scotland & Northern Ireland." This initiative aims to form a framework covering extensive refurbishment services, including painting, electrical work, kitchen and bathroom installations, and more, across both residential and non-residential buildings. The procurement falls under the category of works and is set to be implemented across Scotland and Northern Ireland, with a projected commencement date in October 2026. Interested parties should note that the Invitation to Tender (ITT) will likely be released in early to mid-April 2026. The anticipated term of the framework spans four years, with potential extensions totaling up to six years.

Participation in this framework offers substantial opportunities for businesses specialising in construction and refurbishment services. Given its broad scope covering multiple disciplines, companies of varying sizes have the opportunity to compete, fostering business growth by aligning with public sector requirements. The framework's division into specific workstreams and value bands ensures flexibility, meeting diverse market capacities. With an estimated framework value of GBP 1.2 billion, this initiative provides a significant market opportunity, especially for businesses capable of delivering compliant, high-quality refurbishment projects while promoting sustainable supply chains and community benefits. Interested businesses should register through the InTend portal to receive ongoing updates.
