## Summary

The City of Edinburgh Council is seeking a supplier for two related print-services activities in Edinburgh: distributing door-drop mailings and installing and removing lamppost wraps. This is a delivery and field-operations service rather than print production itself. The requirement is managed by the Council’s Print Services team and covers the full operational support needed for these activities. Suppliers may therefore be relevant if they provide reliable local or regional distribution networks, teams able to carry out street-level installations and removals, and the management arrangements needed to coordinate both services. The work is categorised as services, including postal distribution, mail delivery and related support.

The process has reached tender: the Council invited offers through an open procedure, with electronic submission in English. The tender deadline and bid opening were set for 17 September 2026 at 12:00. The contract is a single lot valued at GBP 180,000 and is planned for 2,160 days, up to six years in total: an initial four years followed, at the Council’s discretion, by two possible one-year extensions. The tender uses a no-variants policy. Selection covers economic and financial standing, technical and professional ability, health and safety, environmental management and climate-change response. Requirements include general annual turnover of GBP 60,000 in each of the last two financial years, GBP 5 million employers’ liability and GBP 5 million public liability insurance, and a current ratio above 1.10 for the current and prior years. The opportunity is expected to be advertised again in the first quarter of 2030, or the first quarter of 2032 if extensions are used.

This opportunity suits an established mailing, distribution, outdoor advertising, street-furniture or campaign-support business able to combine door-drop delivery with practical installation work. Suppliers need the operational capacity to plan and complete repeated distribution rounds across Edinburgh, deploy installation teams safely, remove lamppost wraps, and manage performance against contractual key performance indicators. Businesses using subcontractors must include prompt-payment terms and a payment-difficulties contact throughout their supply chain. Directly involved employees, agency workers and subcontractors must receive at least the Real Living Wage. Organisations with more than five employees need a senior-approved, regularly reviewed health and safety policy. Bidders also need evidence of action on climate-change awareness and emissions reduction, plus the financial resilience and insurance cover needed for a sizeable, multi-year service.
