## Summary

The public procurement process facilitated by Stirling Council entails the purchase of a parenting support service. The council, located in Stirling at Teith House, focuses on the 'General public services' industry category and warrants the delivery of these services within the Stirling region (UKM77). The procurement stage is complete, with the contract awarded to Home-Start Stirling on 18th March 2026. The contracting process follows a limited procurement method without prior publication of a call for competition, adhering to the Procurement Reform (Scotland) Act guidelines, focusing on addressing gaps in service provision.

This procurement presents significant opportunities for businesses specialising in social services that foster continuity in care for young people. With a contract value of GBP 131,153.14, the tender is particularly suited to SMEs like Home-Start Stirling, who already provide improved outcomes for young people through established relationships. Businesses capable of delivering consistent performance management and maintaining close ties with local communities can thrive, particularly in tenders where market potential is limited and there is a focus on internal resource management and tailored service delivery models.

### Procurement Information

This contract award is in line with Section 12 of the Procurement Reform (Scotland) Act and follows the Guidance on the Procurement of Care and Support Services (Best Practice) 2016 - section 8.12. The award is made on the basis of: - the requirement addresses gaps in service provision which cannot be met internally; - there are no pre-existing contracts or Framework agreements which can meet the requirement; - aggregated spend will be above the regulated threshold (50k) but beneath OJEU for Social and Other Specific Services (currently 663,540); - Market potential for tendering is limited at this time. Children and Families, in collaboration with Procurement and Commissioning, are actively exploring alternative service delivery methods. However, further development is needed to establish a tailored Stirling model that meets our specific requirements." - to award to the incumbent will provide consistent performance management reporting in relation to services provided which currently demonstrates measurably improved outcomes for our young people; - the current provider is well established with a close working relationship with children and young people, for whom continuity of care is essential and a change of provider would result in a significant disruption. There is strong evidence to date that this provider has been a key component in how the Service can achieve the aims of The Promise and prevent children from having to live outwith their family and within external placement provision.
