## Summary

The North Ayrshire Council has completed its procurement process for the provision of support services to children and families impacted by substance use within North Ayrshire. The contract, titled "Provision of Support to Children and Families Impacted by Substance Use in North Ayrshire", falls under the general public services category and is located in the UKM93 region. The procurement stage is at the award and contract phase, with the commencement of the contract set for 1st April 2026, to end on 31st March 2027, including an option to extend for six months. The method employed was a limited procurement, justified by the need for supplier continuity. The procurement process concluded with an award to Barnardo’s and Children 1st, reflecting continuity in supporting high-need families and ensuring service quality remains intact.

The awarded contract presents significant opportunities for businesses specialising in community support and early intervention services related to substance use. Organisations with a strong focus on family support, trauma recovery, and peer support services would benefit considerably from engaging with this contract due to the established networks and strategic priorities fulfilled by Barnardo’s and Children 1st. Companies looking to partner or collaborate with these established providers may find opportunities to expand their capacity and service offerings within the local region. Such collaborations are ideal for businesses with expertise in delivering holistic support services to vulnerable populations, enhancing their growth through strengthened community ties and increased referral potential.

## Notice

Funding became available to expand existing services within North Ayrshire Council's HSCP team with 2 existing providers. As a result, the Alcohol and Drugs Partnership redirected this resource to established children and families' partners, Barnardo's and Children's First, to ensure continued investment and maintain capacity to support families across North Ayrshire. The contract will commence on 1st April 2026 with an end date of 31st March 2027. An option to extend for an additional period of up to six months will be at the sole discretion of NAC and subject to satisfactory performance and funding.

### Lot Information

Lot 1

Barnardo's and Children's First are existing providers with NAC and have long been key contributors to delivering ADP strategic priorities. Both organisations provide vital community based support to children and families, with a strong focus on early intervention for those at the initial stages of alcohol or drug use. Their dedicated staff deliver whole family trauma recovery support, one to one and group work for children, young people, parents and carers, peer support opportunities, and intensive family support. This redirection of CASST funding strengthens their ability to continue offering these essential services.

### Procurement Information

Need for supplier continuity whereby a change in supplier would be detrimental to the service users. North Ayrshire ADP have working in partnership with Children First and Barnardo's for over 10 years. Redirecting funding to Children's First and Barnardo's will allow two services already in operation to increase capacity in the anticipation of a higher number of referrals. These measures would help to sustain current services and ensure continuity in the landscape of support for children and families.
