## Summary

This contract award process, initiated by The Common Services Agency (also known as Public Services Delivery Scotland), involves the procurement of software services under the title "NP500025 Experian QAS Software Licence and Support Agreement." The procurement falls under the "Health" industry category and is geographically centred in Edinburgh, UK. The contract, awarded on 1st March 2026, is in the award stage, with the buyer having opted for a limited procurement method justified by the exclusive rights held by Experian Limited. The contract services are fundamental to address verification in national clinical and business systems, aiding data accuracy and efficiency.

This tender presents substantial growth opportunities for enterprises capable of providing niche software solutions, particularly those with expertise in address verification technology within healthcare systems. Although the procurement follows a single-source route due to Experian's unique qualifications, businesses exploring similar technological advancements could benefit from engagement in such niche markets. Large companies, particularly those handling data quality and efficiency solutions, may find this sector ripe for expansion, especially as alternatives will be sought once the contract period ends.

The proposed contract is on a single source basis as only Experian can support the products within scope in respect of which they have exclusive rights. These products are used for address validation purposes and improve data quality and by so doing supports efficiency and help minimise any clinical risk that may arise from poor data quality. The proposed contract is for a period of one year on the basis that the aim is to migrate to alternative, functionally equivalent products available - effectively free of charge - from the Scottish Government's Public Sector Geospatial Agreement (PSGA). This work is currently in progress, and it was hoped that it would have progressed further than it has. It has proven more complex than anticipated, some systems have now adopted PSGA, work on other systems is actively underway and further assessments on others being undertaken to confirm that the PSGA is a suitable alternative. The aim of this one-year contract extension is to allow time for the current work to conclude.
