The Council has used System Test Cases STC's NAV software, delivered by Inspired Energy Solutions Ltd, to validate utility bills for more than two decades, with over 430,000 historic utility invoices stored within the system. Following Inspired's acquisition of STC in 2015 and transfer to Systemslink in 2018, the supplier has redirected investment towards the modern Energy Manager platform and is phasing out the legacy NAV product. The Council requires to validate and pay utility bills which is a critical function therefore the successful implementation of a suitable replacement system is essential. To minimise the significant data-migration risks associated with transferring long-standing NAV data, and to ensure continuity of service, the contract objective is to secure a modern, fully supported energy management solution that enables a smooth NAV-to-Energy Manager transition, leverages the supplier's specialist experience, and safeguards the integrity and accessibility of all existing invoice data.
