## Summary

The procurement process initiated by Historic Environment Scotland involves an open tender for a "Framework Agreement for Learning Program - Activity Facilitators." This contract is aimed at appointing up to 12 freelance facilitators to deliver educational activities, supporting public engagement through tours and events at various sites in Scotland, primarily in the Central Belt. The procurement falls within the industry category of Tourism, Built Environment, Heritage, and Conservation. This is an active tender stage with electronic submissions enabled, and the deadline for submission is set for 20th May 2026. The contract period is initially for two years with the possibility of extension, and it adheres to the General Procurement Agreement under legal basis CELEX 32014L0024.

This tender provides rich opportunities for businesses, particularly those specialising in educational programmes, tourism, and heritage conservation. Small to medium enterprises, individual facilitators, and freelance educators with experience in delivering cross-curricular and public engagement programmes could find significant growth opportunities. There are provisions for suppliers who meet economic criteria, and Historic Environment Scotland will assess financial standing using business credit reports. This framework's reach across Scotland creates potential for wide business exposure and collaboration with the national learning and engagement programme, promising a dynamic environment for those ready to nurture educational and heritage experiences. The contract terms favour electronic transactions, making the process seamless for tech-savvy suppliers.

## Notice

As part of our Making Sense of Scotland offer the Learning and Inclusion team and HES Collections Unit provide a range of fully facilitated programmes for schools, informal learners and community groups, both at our sites and as outreach. These incorporate a variety of existing activities on a range of cross-curricular topics offered to learning groups and to enhance public engagement with HES sites and collections through tours and events. Some are offered as bookable sessions and others in a drop-in format. To ensure continuity of programming the HES Learning and Inclusion Team is seeking to commission a pool of up to 12 freelance facilitators who can deliver a range of these learning activities both at HES sites and in an outreach capacity in schools and community venues. These will primarily be delivered across Scotland's Central Belt but there may occasionally be opportunities to support with delivery of activities in other regions (it should be noted that HES delivers a national learning and engagement programme with specific programmes and projects, outside of this commission, covering other areas of the country).
