## Summary

The University of Glasgow is currently in the tender stage of the procurement process, seeking providers for a diamond CVD growth tool. Situated in Glasgow, with its procurement office located at Tay House, this contract falls under the education category, specifically involving equipment for research and development purposes in improving heat rejection from high power devices. Potential suppliers must note the tender submission deadline of 15th May 2026, as all responses must be submitted electronically through the Public Contracts Scotland portal. This selective procurement utilises a competitive procedure with negotiation, aiming to secure goods that bolster the university’s research capabilities over a minimum period of 12 months, with the possibility of extension up to an additional 48 months.

This tender presents substantial opportunities for businesses specialising in the supply of advanced technological equipment, particularly those dealing with materials offering high thermal conductivity. The procurement necessitates candidates to demonstrate sufficient financial health, evidenced by liabilities and previous turnover, while ensuring the provision of appropriate insurance covers. With incentives such as sub-contracting available for SMEs, third-sector organisations, and supported businesses, this contract aims to enrich community benefits through employment and training initiatives, fostering supply-chain development, and supporting educational programmes. Participants in this tender could gain long-term engagement with one of Scotland's leading educational institutions, promoting growth and innovation in the technical research equipment market.

### Lot Information

Lot 1

PURCH2922 Provision of Contract Agreement for the Provision of Diamond CVD Growth Tool for a minimum period of 12 Months with the option to extend for up to 4 x 12 months additional periods. This procurement process is being conducted using the Competitive Procedure with Negotiation (CPN) in accordance with the requirements of Regulation 30 of the PC(S)R 2015. Although this procurement is being conducted under the Competitive Procedure with Negotiation (CPN), it is structured differently from a typical CPN process. This approach has been adopted to enhance the efficiency of evaluating supplier responses across both stages (SPD and ITT). The University wishes to procure a diamond growth tool capable of producing 4" diameter substrates of polycrystalline diamond for use as heat spreader material. The tool will also be capable of producing up to 2" diameter single-crystal diamond substrates. This will enable studies into improving heat rejection from high power devices and advanced materials with poor thermal conductivity. Please refer to PURCH2922 - Schedule 1A - Invitation to Tender for specification.

Renewal: Option to extend for up to 4 x 12 months additional periods
