## Summary

Perth & Kinross Council has undertaken a procurement process to award a contract for a "RoadTrace Harsh Braking Software" project within the General Public Services sector. The contract, valued at £94,450, was awarded on 20th April 2026. The project, classified under the CPV code 48100000, focuses on a 1-year licence for vehicle data analysis to enhance road safety and meet the council's casualty reduction targets. The procurement, which took place in Perth, involved a limited procedure without prior publication due to technical reasons and included a supplier from the EU. The process is now complete, and the software will aid mobility and collision-prediction analysis for the council.

This tender presents significant opportunities for businesses focusing on technological solutions for traffic management and road safety enhancements. Companies with expertise in mobility data analysis and collaborative development with public authorities are particularly well-suited to similar opportunities. By leveraging this initiative, businesses can showcase their innovative solutions, gain valuable partnerships with local authorities, and contribute to public safety objectives, thereby solidifying their market position and expanding their service offerings.

## Notice

1-year licence for vehicle data to enable mobility and collision-prediction analysis. This will identify locations on the road network where there is higher risk of conflict between the various road users. When location and causation factors are known, we can prioritise sites, design mitigation measures and implement programme of works in future years to prevent incidents from occurring again. This will contribute to the Council's road casualty reduction targets (in line with the Scottish Government's casualty reduction targets).

### Lot Information

### Procurement Information

We have made enquiries with several companies who offer mobility analysis including traffic volumes and vehicle speeds, however RoadTrace has been identified as the only one that will provide us with harsh braking. Local authorities are being encouraged by Transport Scotland (Scottish Government) to take part in a harsh braking software trial.
